After replacing a kiln, an aggregate client in Wisconsin was required to perform stack testing. Results showed that AP-42 emission factors used for permitting had underestimated actual emissions. Tora led a rigorous engineering test program to generate representative data, then updated the facility’s permit with new limits and PSD avoidance conditions, supported by dispersion modeling.
Tora prepared a PSD permit application for three turbines at the Urquhart Station in South Carolina. The modeling was complicated by the facility’s location near the South Carolina–Georgia border. Tora coordinated with both agencies to secure off-site inventory data, even traveling to the Georgia EPD offices to refine emission estimates for nearby sources.
