Faced with the modeling risks of a new power project—such as potential violations of NAAQS/PSD increments—a client turned to Tora for site selection support. Tora developed a GIS-based, semi-quantitative tool incorporating meteorology, off-site emissions, and terrain to evaluate siting risks. This method helped the client select the most viable site, and the approach can be expanded to integrate other environmental datasets such as wetlands, soils, and historic resources.
