Tora was engaged to evaluate Process Safety Management (PSM) and Risk Management Planning (RMP) applicability for adhesives projected to be stored in a newly constructed chemical storage warehouse.
The facility provided product names, Safety Data Sheets (SDSs), and expected storage quantities. Each product was reviewed for flammability, toxicity, and the presence of any listed chemical components under OSHA’s PSM standard (29 CFR 1910.119) and EPA’s RMP rule (40 CFR 112(r)).
Several products qualified for the PSM atmospheric storage exemption, though this exemption does not apply to RMP. Based on projected inventory levels, Tora concluded that neither PSM nor RMP requirements were triggered. However, several flammable products were close to threshold quantities, prompting the recommendation to establish maximum inventory limits in advance to avoid future compliance risks.
