Tora professionals specialize in optimizing air permits to reduce regulatory risk and increase operational flexibility for manufacturing clients.
At one 4-wide shingle plant, Tora consolidated multiple equipment-specific emission limits into a single, facility-wide limit—allowing the client to balance production and emissions across different processes without triggering permit violations.
In other cases, Tora successfully negotiated outlet-only emission concentration limits in place of more stringent destruction efficiency requirements (which typically apply to thermal oxidizers). These strategies—used at both shingle and mat plants in multiple states—have led to significant reductions in thermal oxidizer operating costs.
To date, Tora has conducted permit reviews, risk analyses, and permit modifications at more than 20 residential and commercial roofing facilities, supporting smarter operations without compromising compliance.
