Tora has supported capacity expansions at more than a dozen asphalt roofing manufacturing facilities across the U.S., leading air permitting analyses and securing permit modifications as needed to authorize increased production.
In each case, Tora assessed the facility’s existing permit conditions and modeled projected emissions associated with proposed throughput increases. We prepared supporting documentation to justify the changes and engaged directly with regulatory agencies to navigate jurisdiction-specific permitting pathways.
This work enabled clients to expand operations while maintaining compliance with air quality regulations, including Title V, minor source, and synthetic minor source thresholds. Across all facilities, the resulting capacity increases support more than $250 million in additional annual revenue.
