Tora served as the program manager for air permitting and compliance across all Dominion Carolina Gas Transmission facilities in South Carolina.
Our responsibilities included:
- Preparing air permit applications and air dispersion modeling for five new natural gas compressor stations
- Drafting and submitting Title V operating permit renewals, which are required for larger sources of air pollution under the Clean Air Act
- Managing the stack testing program to verify emission performance
- Preparing emissions inventories
- Supporting compliance with the EPA’s mandatory Greenhouse Gas (GHG) reporting program
A key component of the project was a top-down Best Available Control Technology (BACT) analysis to evaluate emissions control options for nitrogen oxides (NOₓ). Tora successfully demonstrated that the available control technologies were not economically feasible, resulting in an exemption from a state NOₓ standard. This avoided over $5 million in unnecessary emission control costs per facility—a significant savings across the system.
