Permitting
We work with clients from a variety of industrial sectors to develop permitting strategies that maximize project profitability and ensure long-term operational viability. Our professionals have experience across the spectrum of state and federal preconstruction and operating permit programs in jurisdictions throughout the United States. Leak Detection and repair
Tora professionals have designed leak detection and repair (LDAR) programs to meet some of the most complex regulatory requirements in the United States. Our LDAR experience covers state and federal LDAR regulations under the New Source Performance Standards (40 CFR Part 60), National Emission Standards for Hazardous Air Pollutants (40 CFR Part 63), and BACT/LAER LDAR programs.
We design and implement LDAR programs that utilize optical gas imaging (OGI) technology. These OGI-based LDAR programs are cheaper, more efficient, and provide greater emission reductions than traditional Method 21-based LDAR programs.
Compliance
Navigating complex regulations is our specialty. We apply unique regulatory research methods, process knowledge, and strategic thinking to efficiently reduce regulatory requirements to a form that they can be understood and implemented at the operator level. Our compliance services, all aimed at compliance assurance and efficiency, include: audits, enforcement support, environmental procedure development, environmental management systems, monitoring, recordkeeping, and reporting.
Modeling
Tora professionals utilize regulatory dispersion models (e.g., AERMOD) to demonstrate that our client's projects will comply with NAAQS and PSD increments as a part of the NSR permitting process. In addition, we've used dispersion modeling to tackle complex issues such as: odor source identification, site selection, cumulative impacts analyses associated with the FERC certification process, and culpability analyses.
